Yes, but you might have to unlock it. Right click on the toolbar to uncheck the option and then you can move (drag) it.

Bandit cosmo..... I use Smart Pix manager size/crop and Frame Master tint/effects and FRAME all the girlie pics (others too). I have wallpaper for ever mood. Plenty LOONEY TOONS my normal mood.

3D wallpaoper links have AWESOME stuff.
