I got an email from a Japanese support guy. He said contact the DVD2SVCD manufacturer for help.
A few questions.

DVD2SBVD does NOT work with CCE Lite or Basic of any version unfortunately. It works with SP versions only, with 2.50 the only directly supported version as well. If you have bought 2.69 Basic, then that would not entitle you to use any SP version as the SP versions are full featured and cost about 30 times more 
2.69 Basic works with DVD ReBuilder though and works very well indead. Have you checked out ReBulder ?
