Got win2000, no service packs, does SP3 contains all the previous SP"s?, mean no need to install SP1, then SP2 and finally SP3 ?

The problem is that i cannot delete a registry entry. I"ve already tried RegCleaner and manual delete the reg key and i got an error message "cannot open data..etc". Any ideas?
