xvid to mpeg

Can some1 please give me some advice on converting a xvid 14fps movie to mpeg using Tmpgenc

TMPGenc doesnt like these odd frame rate avi's and tends to reject them. I tend to use the Panasonic Standalone Encoder 2.51 to do the job as it accepts them no probs. Quality is not quite as good as TMPGenc and is slower, but then it works!
