Not a good idea, but dbPowerAMP should do it.

Winamp 2.91 or 2.92 with the FileWriter output plugin.
You will also need some version of the Lame .dll files being present at the Winamp plugin directory.
Recommended lame .dll version is Darin Morrison's (more widely known as Dibrom) 3.90.3 build which you can get from HydrogenAudio forums.
There is also the out_lame plugin which is more customizable.

Why should he spare big bucks to use an inferior encoder (Fraunhoefer) while Winamp, the plugins and lame encoder are free to use and easy as 1-2-3 to operate?
