Sorry, I've never written a VHS to Anything Tutorial. You need some hardware (Capture Card) and they all differ so much that it would be impossible to write one for everyone.
However, you basically need a dedicated Capture Card or a Video Card with Video In. Set it for NTSC or PAL depending on your country and either capture directly to SVCD or to AVI depending on the softwareyou use. VirtualDUB can capture to AVI which you can edit if needed and re-encode to SVCD. Just follow the AVI to SVCD TUtorial. Or many programs, such as Ulead Video Studio can capture directly to SVCD (assuming your capture card/drivers can handle that). Then just see the DVD to SVCD Tutorials on how to cut the MPG file created and how to burn then to CD.
