Special framerate...

I got 2 uncompressed avi files (no Divx). They are about 30 Mn each.
I'd like to convert them into Divx and then, into Vcd (or, better, in Vcd in one step), because I'd like to play them on my standalone vcd player.
These files have been made with a program which captures the screen activity. The problem is the framerate is 10 fps. The quality is good, though, when I play them with WMP in full screen. But, to convert them, I need a framerate like 25 fps, or ntsc... If I try to change the framerate in VDub, audio is no more syncho, of course.
Is there a way to get these files converted into "normal" divx or vcd ?
Thanks in advance.
Here are the info given by VirtualDub (attached file)

To convert these straight to VCD with TMPGenc, well, TMPGEnc will crumble and probably say unsupported frame rate. However, the Panasonic MPEG1 Encoder (standalone version) 2.51 will convert then for you.

If you want to convert them to a normal DivX, then use VirtualDUM but dont cahnge framerates or audio settings, just change the Compression to DivX.
