making svcd in 700mb

A little confusing - with your references to mpeg and avi and 1 CD. I guess your trying to make and SVCD version of an avi though.
Convert as usual using dvd2svcd and use bbmpeg to chop files in 795meg chunks (SVCD uses mode2 CD format) an then burn to a standard 80min CDR with Nero, VCDEasy or other similar SVCD capable burner.
If you're asking what settings you need to get a whole film on 1 CD in SVCD format then that's a different matter. No doubt you will find people who do it using all sorts of fancily named methods (CVD,XSVCD etc.) but at the end of the day they sacrifice quality for disk space.
Using dvd2svcd with CCE you should get good results on 2 CD's for all but a long 4:3 film.

A 1 CD AVI will normally convert to a 2 CD SVCD (they use different compression techniques) A 1CD AVI can be converted to a 1 CD SVCD, but quality will be extremely poor and almost unwatchable IMHO.
