Is there a way to prepare win9x bootable cd's?

If you use Nero - that seems able to make a bootable data CD easily using the Express interface - nero.exe /w in 5.5.8.2
(I didn't actually give it a CD, but it never asked me for a floppy even when I hit BURN)
So for data files, it's easy, but converting a non-bootable image into a bootable one - I don't know... the "hard way" migt be needed, if it's even possible.
I vaguely recall, that the session containg the boot image cannot use long filename (Joliet) extensions, so for versatility, the CD can be made multisesion - programs that make them may do this automatically - and this may be an old limitation anyway!

What im trying to accomplish is to run a complete windows setup from a non partitioned hd w/o the floppy drive.
I'am trying to make that to work on a laptop, i do not have the modular floppy unit that came with it, and the 2k & xp os are way too heavy for it,as it is not a fast machine (pentium), neither it has much of a hd (2.0gb) .

the instructions on the text page say:
Open your CD burning program, and get ready to burn your WinMe CD. Select the bootable CD option, and choose the 1.44MB floppy (standard floppy) option. It'll ask which image to use, select the winmebootcd.img file you downloaded. If it doesn't show up, you may need to tell it to look for All Files (so it'll ignore the extension).
That should be it. Set your bios to boot from your CD drive, and test it out. You may also want to check out how to have your serial number auto-inserted during setup here.

also got my hands on a image file that when burned, gives you a bootable cd w/ dos & strong disk tools (partition magic 7.0, nav, ng, ect..) "hirem's boot cd".
