I am using the same media, same drive, same software that usually works for decrypting.

Anyone know what this means?
 
It means there is a scratch,or dirt on the disc.Unable to read a sector.Try the retry option after cleaning the disc.You can also try a different reader.Is this an original movie disc or a backup copy?
 
Okay,the NEC's are not the best readers,many people complain about that.If you don't have a different reader you can try ignoring that error.It might have adverse effects however,such as movie stopping at that point.Multiple errors will create an unusable disc.If the errors continue try playing it with PC software player before burning(but no guarantees on finished project).
