When I burn data onto a dvd with Nero 6 on one computer, using a Lite on SOHW 1213S dvd writer, why can't it not be read on another computer fitted with a NEC ND-2510A dvd writer (dual layer)?

if you choose "Multisession DVD" in Nero it may result in an incompatible DVD; choose DVD-ROM (UDF) or DVD-ROM (UDF/ISO) instead;

So long as it turns out well, YES.

The downside to that particular order, is that the Liteon SOHW-1213S has a pretty iffy reputation, typical of early firmware, with Liteon also breaking in a new mediatek chipset, and apparntly very few media write strategies are actually properly tested.
The Liteons, are generally reckoned to be better READERS than the NEC.

As a general rule, Liteon DVD writers tend to be unforgiving of cheap media, with the odd high spot - eg AN31 media (Datawrite RED -R may be AN31 ... can do ok in Liteon, or INFOSMART01 ... code not recognised, so will fall back to low speed and poor strategy if it writes at all).

That's the Liteon media lottery!
