Is there any software out there to encode Dolby Digital and DTS onto the CD,VCD and DVD?

BeSure 1.2 or higher should be able to do this ....

direct VOB/AC3 to CD audio (regular, Dolby Digital or DTS CD)
conversion

Sonic Foundry Soft Encode does this very nicely for DVD. However, the product has been discontinued and it is very hard to find copies to purchase. They are out there, though.
