toshiba 1612 only runs at half speed

i am using CD/DVD Diagnostics to do readability tests

in a dual 1.1 ghz cpu system my Toshiba 1612 has around 990 sectors/second,
while in a single 2.53 cpu system it's got 2x, about 1990 sectors/second
both systems have 1 gb RAM

the bios as well as the system info show both processors working;
the software manufacturer guru is astounded.

any ideas?

perhaps it is not set/connected properly. Is it running in PIO or DMA mode? Suggest DMA mode for faster speeds.
Nonetheless it shouldn't be so low. I am guessing perhaps the diagnostics tool you are using could be at fault. Also what media are you testing it with? Brand and type of CD (as in data CD, music, DVD, etc?)
