Probably etymologically related to "hootenanny" and it's contraction "hoot," which lived its best days in the early 60s folk revival of candy-striped shirts, string ties, and "Sweet Betsy from Pike."
Briefly but gloriously revised by The Replacements in the mid-80s.

I thought it was quite an inside gag that, as has been declared in the enclosed DOOM 3 book, John Carmack collected photos of real surfaces which were transferred to digital images and compiled into a graphics application he dubbed the Fuzzy Pumper Palette Shop.
I thought it was neat, inasmuch as it riffed off of the name of an old Playskool Playdo toy -- The Fuzzy Pumper Barber Shop, which enabled you to create extruded lengths of Playdo hair for your plastic barber shop denizens.
Sit right down, crank up your chair
While Daddy grows his Playdo hair
-- Shave and a haircut! - bump - bump!
(Gleeful nipper interjects - 'Next please!')
