wont shut down

I have installed XP home on my system and whenever i set it to shutdown or hibernate it wont turn my comp off, when i used ME it shut my comp down no problem,how do i go about making it shutdown my comp?
Also i cant seam to find my temporary internet files anyone know where there kept in XP home?

In control Panel double click the power Options icon, there may be a tab to enable power management on you system not sure which tab it is. select this option and it should shut down the machine.

Your Temporary internet files are located in a hidden folder called local settings, you can enable this by opening a folder and selecting "tools", "folder options" and then select the view tab
in the files and folders sections check the option to show hidden files and folders.

it's located here :

C:\Documents and Settings\"your login name"\Local Settings\Temporary Internet Files

+ just replace "your login name" with the correct value
+ enable view hidden files and folders in folders options
