Can i cut a windows media file to a cd/dvd so that it will play in a stand alone player or do i have to convert it first.If so which is the best method to follow.

Yes you most definitely will have to convert it first.
Have a look at the DivX/ASF to VCD Tutorial in tutorial section and just follow that, it should work for your file as well.
