I am not sure why you would want to do this because either,

1. You will end up with stretched characters and most of the films that you do will look like a party at the Tefal factory.

OR
2. Without the proper Pan and Scan information you would end up missing much of the action if you just cut out and re-scaled the middle section of the film.

True 4:3 movies are either recorded in 4:3 aspect ratio or they include additional instruction which is encoded on the DVD to mark out the area to be displayed.

Sorry but I have heared of one or two programs which can retain the Pan & Scan info if it is already there, but I don't know of any software which allows you to add this info yourself.
(If I did I would have found and tried it out by now ;) )

If you can live with a stretched screen you could just encode with DVD Maestro and select 4:3 rather than 16:9 and I could probably help you use DVD2AVI to zoom in on the centre of the screen and rescale the film but I really need to be a bit clearer on what you want to achieve before I try to advise you as I'll need to experiment a bit to make sure it works.

Please provide some additional info on what you want to do.
