wide screen problem

This was posted by Gina into the german forum, will translate the question and cut the story a little :)
So, the problem is:
She/He did convert a normal VHS movie to a digital movie format (MPEG2). The movie got a wide screen format, 720x336 to be precise. She/He wanted to burn the movie onto a DVD, but the program only accepts resolutions of 16:9 or 4:3.
So the question is:
is there a program to fill the rest with a black bar, so it gets the normal resolution ?
I hope I did point out the problem correctly ..
if not, just ask and I will try to explain further :D
 
For DVD there are only 2 formats, 4:3 and 16:9 so no choice other than to select 16:9. Extra black bands should be added in automatically.

But not if you are trying to load a 720x336 mpeg2 into any authoring prog.
Reencoding is needed to 720x576 (or 704x576 or 352x576) f.e. with Tmpeg.
