Wich authoring software?

Hi folks,

can anyone recommend an easy authoring software that accepts tMpeg-encoded files WITHOUT re-encoding video or audio?
I don't mind demuxing/remuxing but it shouldn't re-encode! My intention is to make mini-DVD's. I live in PAL country where MP2 is perfectly OK for the audio tracks.
