What's MS Problem with PeBuilder?

Maybe this is not the correct place to ask this question. But has anybody an Idea why MS does not want that PeBuilder is public available? As far as I know, the first version (1.x) has had a licencing issue, with the latest version 2.x this has been fixed. So what's the problem?

You CAN make a PE disk yourself, following the right tuts. And bart's PE builder is certainly NOT warez (it uses just original MS files, no patches, no illegal material, no code modification...), it is just that Bart does not like a dogfight with Microshaft.

Yeah but I can't find any info on how to make that. That's te whole problem with it.
