yes it is search google using the keyword "wav2midi" no quotes loads of tools out there!
ScoreExtractor 1.1(FREEWARE) is an interactive multitracks wave to midi converter. The idea is to draw notes on a time-frequency picture, then you can test yourself, and save the results. This process can takes several hours, but the results will be better, than after any automatic conversion. Program can work with uncompressed PCM wave files only.
