Video file dimensions problem

This is my first post so I hope it's not a stupid question (ya got 2 start somewhere) ;)

I have some video files with dimensions 640x 352 that I'd like to make into DVD's. After F!@king around with Roxios DVD creater thing for a few hours and finally getting a disc burnt I find out all it's done is stretch the picture to fill the whole screen :mad:

So my question is really, is there some software I can use to put put the black bars at the top/bottom so that the file is a proper size (i'm guessing 640x480) and the picture won't be stretched out on my TV
 
If the results have an aspect ratio of 16:9 then it should display correctly on playback. AVI's generally have a PAR of 1:1 which means that what you see is what you get and no resizing is done. DVD's are 4:3 or 16:9 which means that the pixels aren't square, so if treated like they are square it will look stretched.
