What you have to do is get a dvd authoring program and use that.I use Spruce up.You will need to convert the audio from 44.1khz to 48khz to be able to make it dvd compatable the video file should be ok to load into the authoring program once you've demultiplexed it.

You need to rip the *.DAT file off the CDR to a MPG, then join the 2 (or 3) mpgs together, then de-mux to Video.m1v and audio.mp2. Convert the mp2 from 44.1 to 48khz (best is to convert to *.AC3 as well) then author in Maestro or other and then hope like hell that everything remain in sync.

Its a lot of work but can be done, it depends on how well the original VCD's were made.
