VCD.ini file missing

I was using the tutorial, how to back up your dvd to vcd (using DVD2SVCD)
and it told me to load in VCD.ini file from the DVD2SVCD folder, but it is not there. Any thoughts?

If its missing then you or some other software has deleted it as its an integral part of DVD2SVCD installation. Check in the folder you installed DVD2SVCD to with Windows Explorer, turn off those crap icons and go into Details mode. Make sure you have file extensions turned on.

Thanks, I reinstalled the DVD2SVCD and for some reasont his time it was there. Thanks for your help.
