Do a search on Google for Lame 3.92 and go to the 6th one down on the returned results, pick a server nearest to you and I hope cures your problem.
In fact, I am a Linux user and I am on 3.92 which I compiled myself out of the 3.92 sourcecode... using configuration switches according to the Dibrom standards. It was a real pain to compile it, but IMO worth the effort (most Lame RPM's one can find at rpmseek.com are simply bad).
