I need a little advice on TMPGEnc ,when i use the program to convert to svcd from my satelite movie which should i use for my video settings NTSC svcd or NTSC Film i have been useing NTSC.

You have to use NTSC svcd if you see that is interlaced 30 fps content, unless the station is broadcasting in progressive(non interlaced) format.
