SVCD or VCD ???

Whitch is the best format combining quality and disc safe??
The best quality but more space need of the SVCD is better than less space but also less quality of the VCD??

Purely upto you.
SVCD = better quality, more discs and lower compatibility.
VCD = lower quality, less discs and higher compatibility.
Only you can tell which one you find a better compromise.

Could also go for X(S)VCD, ie. out of spec (S)VCD such as VBR VCD res MPEG1 with 128K audio or 352x480/576 (CVD) MPEG2.
 
In my limited understanding, SVCD bitrate can be varied, IN SVCD specification, so if your target can play SVCD (some DVDs, and most portable MP3/CD/VCD players only do VCD), then it could be better in SVCD at the same bitrate.

The other issue, due to licencing fees, is that you can get FULL VCD encoding free, but only trial SVCD (MPEG2) - generally time limited, length limited, watermaked etc.

There are possibly exceptions, but they aren't well known, and are not well tested.
