say iv got audio file that is 48000hz 160kbps if it was 192kbps would it be better quality does the quality get better when it goes up 160kbps 192kbps 224kbps etc.. or when it goes down 160kbps 128kbps 96kbps etc..

The higher the bitrate, the better- BUT the best you can do with your already encoded file is leaving it as it is. Information loss due to encoding has already occured, and a new encoding can only lose more information, not retrieve some.
