Sharing Programs in Windows XP

Can anyone advise:
I have three accounts on my windows setup, one admin the other two for other members. Programs such as Messenger etc are available within admin mode but not available to the other accounts. How do I make messenger available to the other accounts. At the same time I wish to restrict access to certain drives for the other users. I have tried to do this with permissions but to no avail.
Help would be appreciated.
 
messenger is around in all my accounts, admin, comp admin, and a limited acc. The only thing i see is i cant open it if i use fast user switching and messenger is already opened.

About the permisions thingy, if you have ntfs partition, you can limit access via the security tab(right click on the drive)
 
This might be worth knowing

I recently read of security problems with messenger, open messenger, display the box that says click here to sign in.
Go to the top and click Tools/Options/Preferences
Now uncheck the top three boxes next to where it says general click ok.
Now it will not automatically start with windows.

I got two users in my computer and they are both admin so they can run all the programs like msn and I have added my restrictions with this program like hidden drives, control panel and loads of other stuff
