Resync audio part way through movie

Hi, I've searched on the movie Kate and Leopold for the audio syncing problem. Seems the audio is out on the 2nd that I did. I can resync by de-multiplexing and converting mp2 file to wav, opening the wav in Sound Forge, add 1/2 second, then save and convert back to mp2 then Multiplex back. This makes the file too big to burn so I have to cut off the credits. Now I have installed Adobe Premier 6 and have by pure luck done the same thing by offsetting audio somehow partway through movie. I don't know what I'm doing I'm just playing around.
What I was wondering if
a) anybody has a Adobe Prem.6 manual in pdf? or
b) some experience user tell me a program that can offset the audio in a movie on the fly so I can preview without having to guess or have a guide for doing this in either Premier or another program?
c) if there is a better program to do this with?

Theres still some guess work but u can do it.
I find I only get out of sync on the occasional divx conversion or faulty vcd.
I've never had one yet on a dvd rip using the dvd2avi and tmpgenc method.

Thanks Chickenman. Yes I was doing SVCD. First disk on this movie turned out fine. 2nd disk was out of sync part way through. I have searched the forum and apparently this is common for this movie. What I did was use Tmpenc to demux then convert the audio file with besweet, then open the audio in Soundforge. Guesstimate approx. 1/2 sec. add to movie where it starts to go out of sync. Then use besweet to convert back and Tmpenc to mux back together. This resulted in a file to big to fit on one cd so I cut out the credits. It took a while but it was okay. What I was wondering if there was a software package that would seperate the audio and video and let me play with the audio in real time to be able to sync. This would be less painful. Don't know if there is such a package out there. Thanks for all your advice.
