re-encoding DVD regions w/o burning?

does any one know if it is possible to re-encode DVD's to a region free or a different region without having to rip them and reburn them region free? and if so... which progrmas do this?

Hi w3i, Welcome to our forum!

there is no way to make a read-only DVD region free, but you can make your DVD drive (and some standalones) region free;

try the Forum search function to look for: "region-free" or for "region AND free";
