More than 6 gigs of pics on one of my HDs. Some of the pics are 18Mb big. ACDsee 3.1 handles all of them in a snap. Also COmpupic. I never had a problem of many pics in a dir with ACDsee 3.1
The key is to avoid the dreadful thumbnail database. If you have hundreds of files, this database grows like a cancer. Avoid that, and set the thumb to the lowest quality.
Coasterilla is right about Compupic. If you scan hundreds of pics a day, like me, Compupic is a must. But the lightbox plugin in ACDSee 3.1 is a very useful tool for me, as it helps me to handle all the images.
