Are you using some sort of tune up utility?

Is it your PC, or a networked PC at work? You have to have administrator rights to use task manager like that.

Log on as Administrator and add the account you usually login with to the Administrator's group, then when you login you can do this.

alt+ctrl+del is fully available to users with administrator privileges-only- pretty elementary NT/2000/XP security measure. If you are logged as a common user you cannot make full usage (or any usage at all) of that.

I know its easy to them that know but as i said im new to this ive looked at my account and that says my usename and under that admin account so that should mean I have all privileges if this is wrong please let me know and thanks for your time

sounds like a screwed up Windows installation or messed up permissions;
Do you have additional Windows accounts beside the one you are currently using? Did you play around (unfortunately) with the Account Manager or permissions/privilegs?

From searching on www.microsoft.com/technet:

1. Goto: Start|Run and type - regedit

2. Find the key: H_KEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System\DisableTskmgr

3. Make sure that data is blank - delete the value / CONTENTS (not the key)
