I wanted to know if you can somehow burn mpegs onto a cdr disc and play it on the ps2. i dont have a dvd burner.

i dont think that this would work unless the playstation 2 is chipped or modded anyhow as ps2 will simply not accept copied disks unless they are audio and even then depending on the media/brand of disk it may not work with audio 
I know that PS2's can't play (S)VCD's, I suppose you could give miniDVD a try.
Could also try the DivX player thing and use DivX/XviD AVI's instead of MPG's.
