Norton Antivirus problem

Trying to help out my sister-in-law with her Norton Antivirus. She's using Windows ME and during bootup theres an error that pops up. "Unable to initialize the virus scanning engine database files"

Once I click OK, the computer continues booting up. Her Antivirus is part of Norton Internet Security. Once up and running, the firewall runs fine, but I can't do anything with the Antivirus. In the systray, the icon has an X through it, and I'm unable to "enable auto protect". In fact I can't even open it up unless I go into Norton Internet Security and click options allowing me to bring up NAV. Once there I'm unable to configure anything, and i receive an error message,

When I click continue running scripts it closes the error, but as soon as I try to configure something/anything, it brings up the same error.

I should point out that when I received the computer, the NAV was in the same state, however I was also unable to open either it nor NIS. It also would not allow me to remove it using Add/Remove programs. I was able to get it off the system using SYMCLN.EXE and RNIS.EXE

From there I reinstalled the program and that puts me where I'm at now. Can anyone give me any info on how to correct this problem with NAV?

Go with fsecure bud!!!!!!!!!!!!!!.........I had norton before but fsecure is tha man!!!!!!!!I fyou stay with it,my(nonexpert)opinion is that you gonna have to uninstall it and install again!!!!!!!!!!!!!I think its missing some files..............

I have had similar problems. I assume that RNIS.EXE is for
ridding your system of norton internet security. There is another
for Antivirus called RNAV2003.exe. I would start over by

1) remove the whole thing (unistalling Internet security and Antivirus)
2) Uninsall LiveUpdate and LIVE Reg (a Restart will be required in between)
3) Delete the Antivirus directory if it's still there (it will probably
be located in program files\symantec or something like it, it depends on your version)
4) Then use the symclean, rnis and rnav2003. (Just to be sure
since your problem is with antivirus I would tell it to remove
all of the versions of Antivirus just to cover all bases)
5) delete the directory program files\common files\symantec shared (Note: be careful if you have other programs from symantec that you have not just uninstalled you may want
to go through this directory and remove antivirus software only)
6) Restart your Computer and then Reinstall and update it as neccessary

Hopefully after all that you shouldnt have any problems with it.
It worked for me when I had the same Antivirus problem using
Norton Systemworks

Deactivating a virus scanner will not remove the registry keys and such that need to be removed in order to re-install Norton... Anyhow, the problem was easily solved by removing all Norton and Symantec products including LiveReg and Live Update, and then cleaning the registry and unnecessary .dll's with a tool such as system mechanic (what was used in this case)... neglecting the .dll files will leave traces of norton in email programs and such, any trace of norton left on the system can (may not but can) interfere with a fresh install.

Hey, to reiterate and clarify hotan80minute's advice:

1) uninstall as much of and as many Symantec programs as you can using the old 'Add/Remove Programs' procedure
2) Use rnav.exe (or the new 2003 program listed above) to get rid of pesky common files and some basic registry entries. REboot
3) Use jv16 power tool's registry editor to delete all the old registry keys that rnav did not take out
4) Check to see whether any symantec entries remain in program files>common files
5) Reinstall your symantec programs from scratch.

I'm going to go look for rnav2003 right now -- nice tip on an updated utility, hotan80min.

Thanks for the advice everyone.

Problem was solved as Johnny mentioned, and I was able to do a clean install without anymore problems.
