Did you check with gspot what the audio source is??couse i have seen posts stating that tmpegenc cannot handle some audio formats,for example mp3 vbr which is pretty popular btw.Regardless everything,i tryed tmpegenc and its great tool(lots of features)but its a really slow as a encoder and quality is not in par with cce.Why dont you try cm tut for converting avi(divx-xvid)using a cce with dvd2svcd as a gui.I converted more then 50 avis(divx and xvid)to svcd with his method and they all come as a excelent svcd,and they all played in a pc and in dvd standalone players too 
TMPGEnc can't do AC3 audio anyway. So I would have suggested doing the audio seperatly anyway.
Could try ffMPEG. Not the greatest quality, but it is fast and can convert directly from an AVI.
As said, the problem with TMPGEnc is most likely VBR mp3 audio, which TMPGEnc will load as an audio source and then not encode. Although I have seen posts where TMPGEnc has not loaded the AVI as an audio source and people have wondered why it did not convert the audio.
