new release theatre films on dvd

i know somebosy that has a copy of "2 fast 2 furious" on dvd-r and the quality is superb. he also has a copy of "pirate sof the Caribbean" with outstanding quality aswell. Are these films on original good quality dvd in other countries???

if not, how does everybody think these copies were made??? is there a program that can enhance picture quality or something...???
