I would like to know which program is the best to covert mp2--> mp3

( I have a music S-VCD and extracted the audio with TMPGEnc, but would like to covert the audio to mp3 format )

I would appreciate it if anyone could help

I found and used dBpowerAMP Music Converter 9.0 to do the job, it works fine & it's free ...
