Need a mpeg2 frame editor

As the title suggests something like womble mpeg2vcr, something that means i wont have to re-encode the mpeg2 stream.

Does such a thing exsist?

Do you want to edit out a few frames from an mpeg2 stream? If mpeg2vcr can help you try M2-Edit It can handle mpeg2, but not SVCD.

Even TMPGEnc can edit out or add frames, use the Cut & Merge in MPEG Tools section.
