Does anybody know any good program that encodes to mp3 Pro?]

Steinberg MyMP3 Pro does.

This app encodes to MP3Pro as well as other formats - very nice app.

I know some ppl use Nero to do the encoding but I've had a few failures trying that but you might get lucky!
