Looks like a massive shake-up is planned - and if that all goes to plan, 1.4 is going to have to be the most golden of releases, if it's to serve as the stable milestone of the "old way" and the splitting point of the new.
Advantages of breaking it down into more independent segments, include the possibility to put them on different release schedules, and to take as much or as little of the suite as you desire.
