monitor problem resizing windows

i have an adi microscan 5v. im using win98se when im at the desktop its fine picture etc but when i open a window the whole picture resizes expands vertically when i close the window it goes back to normal if if i move the slider bar down it resizes like its shrinking very odd i have the latest driver as well its not the pc as iv tried another monitor with it and it was fine not sure what to try to fix it
 
If I understand you right, the sides and/or top of the viewable area of your monitor distort when you open or close any window?

If this is the case, I had this problem once with my monitor and a Radeon card. Although everything works fine, it is a hardware incompatibilty issue. Some videocards allow refresh rates that the monitor isnt designed to handle. In my case I had inadvertantly selected a refresh rate that my monitor was having problems with.

There is a setting under your monitor properties tab that allows or disallows you to select refresh rates that your monitor supports. By unchecking the box, you are allowed to select any refresh rate that the video card can support. The monitor may not be able to support that setting, and in turn can cause erratic display or even damage the monitor and/or video card. In my case, I was lucky...I rechecked the box and set the rate. This cured all my monitor grief.

Im not sure if this even applies to what you are describing, but it sounded vaguely familiar to the problem I had...

I cant remember if 98 has this setting or not. I dont have a 98 machine anymore to check it on. I do know that XP (home and pro) both have this option.

i tried different refresh rates still the same happens another thig happens when im on a web page if i pull down the bar the picture
seems to shrink slowy in if i pull the bar up it goes backi again odd
funny problem because the desktop display is perfect
problems only arise when i open a window in explorer it can expand shrink the window etc i wonder if there anything else i could try i wonder if theres a forum that deals with such things specifically
 
I dont know, you got me on this one!

So...the desktop doesnt distort, only the open windows? In my previous situation, the sides of the open window would bow inwards depending on where the side-scroll bar was located. I could make the window distort itself by moving the bars back and forth. However, the desktop image would distort as well...

yes i tried it out it does evr so slghtly bow small movement in and out when moving bar what can i try to aleviate the problem im using a geforce 2 nvidia card i dont seem to have a monitor properties display properties advanced/ monitor it just has automatic detect plug /play and suspend resume . i can change refresh rate but that didnt do anything when i did 60 hz 75hz etc and optimal still the same
