MoBo not picking up HD???

Sometimes my MoBo doesn't detect my HD at boot up, but after a quick restart with Ctrl, Alt, Del it picks it up. Would the problem be with the IDE controller or my HD???

Check to make sure the ribbon cables are seated properly on both ends. Do this with the machine is powered off.
