Unfortunately, looks like only "Professional" version owners are invited to this party.

Virtual PC 2004 runs on: Windows 2000 Professional, Windows XP Professional, and Windows XP Tablet PC Edition.
 
Not such a big deal, actually: VMWare is also offering the "server" edition for free (it's still beta, and equivalent to the former GSX server edition).
I guess this is done because the new double core CPU technologies allow using virtualization without the need of any special software.
