making jpg files smaller??..

Paint can only handle JPEG if it borrows some components from Office.

www.irfanview.com - Irfanview can crop, resize and recompress a JPG, so it doesn't matter if you wanted a section from the image, a smaller image, or just a smaller file - Irfanview can do them ALL.
 
You could try using "A Smaller Image" by Trivista.

It keeps the same ratio and you can crop and re-size to choice.

Invaluable if you need to send pic by e-mail.
 
Irfanview the best Simple, Stable, Reliable, Fast, Low Resource, User Friendly and best of all its a small program but does the lot.

JPEG to GIF, or GIF to JPEG, rarely work well....

GIF like solid, hard edged colour blocks (JPEG spoils them with artifacts).
JPEG hates dithering (which many GIF options do if >256 colours).

Another program, though it's overkill for this, is Pixia (I'll look it up later) - with the replacement JPEG save DLL, it has preview and selectable colour downsampling - if you have fine colour detail, you want to avoid downsampling, but for many subjects, downsampling the colour channel can be a free boost to compression. Other programs often use a fixed downsample by quality level.
