hmm... there is no "best" app out there everybody recommends other tools....
I recommend Sonic DVD-Fusion or Sonic Scenarist ...
both r on the mainpage ...

P.S. the software is only as good as the user is ....

i use spruce up,i find it so easy to design menus ect.
you can download the trial like i did and find the reg genarator.

if you have used MAESTRO or seen it then its pretty similar

The only freeware authoring packages that I know are IFOEdit, ReJig and other DVDAuthor based apps/frontends.
