Sorry for being away for so long...
Had some time off and ran across this encoder lame plusv.
The main idea behind it is similar to mp3pro but it is free ware.
You rip your wave, plusv picks it up and encodes part of the file, lame picks up the file and encodes it to 22050 hz at and average bit rate of 64 (you can change this), and then puts both pieces together.
It is similar to the sbr used in mp3pro but it is not replication that it does it is actual encoding of the bands added back to the mpeg2 layer3 file. there is a winamp plugin that I have been using in 1by1. nothing to configure just play. has the extension of mv3 for the plusv "wrapper"
My ears are not the best so some friends helped me out. Just an avg sound card connected to a small home stereo. I used mp3pro from nero and lameplusv on the same file. The plusv file had higher highs and deep base. I think it may have potential.
Just wanted to let everyone know and if they are interested the website is h**p://www.plusv.org/plusvdownload.php for the binaries, sources, and winamp plugin. I managed to get everything set up in cdex so it automatically encodes the file but there is also a front end. Here h**p://www.sunpoint.net/~zaha/ and it is marked as "A graphical frontend for lamepv, an mp3+v encoder." You will also need the lame.exe encoder that i am sure everyone has or can get.

PS if anyone needs or would like help getting cdex to it automatically. 1. using the external encoder 2. point the command line to lamepv.exe 3. parameter string -q1 -ms --abr 74 %1 %2 -q1 means quality level 1 you may use 2 for faster encoding -ms means stereo encoding --abr 74 means avg bitrate the recommended rate is 64 (I tewaked up while still experimenting) %1 is cdex in file name and %2 is cdex out file name. 4 change the file extension to mv3
if you do not have the decoder just rename to mp3 and file will play although not at a quality of .mv3 with decoder
