Ifoedit.exe

I'm trying to get going and following guides and stuff. I'm at a part where it says to creat a folder called ifoedit and to put the ifoedit.exe file under c:\programfiles:\Ifoedit\

My question is : Where do I get this ifoedit.exe file?

I did a search and can't find it or any discussion relevant.
