If a surge protector is plugged in but turned off, is it still recieving current?

I only ask this question because my sister called me late last night to say that she smelled something burning near her computer. I told her to turn it off and then to turn off the surge protectors until I could get over to check it out.
I got to thinking about the surge protectors and I realized that I wasn't sure if just turning them off is safe enough. Should she have unplugged them as well?
 
the switch is placed before the outlets, so the surge protector is receiving current as far as the switch is placed (meaning that the cable of the surge protector still has current) any way if you´re afraid of a fire risk best thing to do is to unplug everything and check very carefuly all your cables.

Thanks guys. Now I know-- unplug it.

As it turns out, her monitor is going out. The text in the right half of the screen is blurry. Damn KDS. It's not even a year old. It was a gift to her last Christmas.
