I need an app that can take a snapshot of an mpeg

Does anybody know of a program that can take a snap-shot/picture while viewing an mpeg video? The snap-shot could be any popular picture file format such as jpeg or bmp.

Both WinDVD and PowerDVD have snapshot capabilities. Just click the small camera icon while playing (or paused) and its saved as a BMP file.
